The main responsibilities of the American Samoa Department of Human Resources Workforce Innovation and Opportunity Act (WIOA) Division often pave the way to surprising and unexpected conversations thanks to our engaged customers and employees who have began their careers off in one of the programs provided by WIOA.

WIOA is dedicated to enhancing the work experience by offering plenty of opportunities for our students and adults to engage and develop skills in the work environment. This is our main goal as HR professionals serving our territories with programs provided by DOL to assist American Samoa. We are here to serve our territory.

Pandemic Unemployment Assistance(PUA)

PUA/FPUC PUA program provides temporary benefits to individuals whose employment or self-employment has been lost or interrupted as a direct result of Covid-19. Direct result means loss of employment or self-employment because of a reason directly related to the COVID-19 Pandemic. PURPOSE To provide information and guidance to the American Samoa workforce system regarding the Pandemic Unemployment Assistance (PUA) and Federal Pandemic Unemployment Compensation (FPUC) for individuals whose employment has been directly affected as a result of COVID-19. INTRODUCTION PUA and FPUC were established on March 27, 2020 when the President signed into law the CARES Act. Unemployed individuals affected by COVID-19 are provided relief assistance. The continued assistance for unemployed workers were extended when the President signed into law, the “Continued Assistance for Unemployed Workers Act” or “Continued Assistance Act” On December 27, 2020. The American Rescue Plan Act 2021 (ARPA 2021) signed on March 11, 2021by the President increases the duration of PUA and FPUC benefits to September 4, 2021.

The American Samoa Pandemic Unemployment Assistance (PUA) moved its office to Pago Plaza in Pago Pago on March 16, 2021.  The new centralized location will serve claimants from both sides of the island. PUA also has a new official telephone number and can now be reached at 684-633-2206.

PUA assists and supports individuals who are unable to sustain employment as a result of COVID-19.

Drug Test & Training(DAT) 

To ensure public safety and to maintain a safe and productive work environment free of illegal drugs and alcohol consumption by all employees. The use of alcohol and drugs during working hours is strictly prohibited. DHR has zero tolerance for drug or alcohol use or abuse for the safety of employees. Human Resources Drug and Alcohol Testing ASG Employees (A.S.C.A) 7.0506) Scope: All ASG employees are required for drug testing and evaluation. New applicants are being tested for pre-employment including Contracting Renewal(s). DHR has zero tolerance for drug and/or alcohol abuse.
